The following various scheme for the welfare of orphan/destitute children, Widows and destitute Women and their dependents, old and aged persons, physically handicapped and mentally retarded children, the blind and deaf and dumb is being implemented by the Distt. Social Welfare Department.
This scheme has been implemented w.e.f. 1.7.87. Under this scheme such women/men who are of the age of 60 years or above are entitled for Old Age Pension@ Rs.300/- per month provided they fulfill the condition laid down by Govt. At present 55050 persons benefited from this scheme.
The National Old Age Pension is a Centrally sponsored scheme introduced by Govt. of India w.e.f.15.8.95 under which a person of 65 years and above and who is a destitute living below the poverty line is given Rs.75/- per month. The number of identified pensioners under this scheme is 3175. These identified beneficiaries are given pension at the rate of Rs. 300/- (225+75) per month on sharing basis by Central Govt. and State Govt. in ratio i.e. 75:25 respectively.
A Woman, in the age group of 18 years and above is eligible for grant of pension if she is a widow or unmarried woman or a married woman who has been deprived of the financial support from her husband because of his physical/mental in capacity of desertion by husband or any other reasons and her close relative such as parents, sons are not supporting her and her own income from all sources is less than Rs.10,000/- per year. She is entitled for widow pension@ Rs.300/- per month. Presently 23352 widows are getting pension.
Under this scheme, physically Handicapped persons aged 18 years and above whose handicapped percentage is 70 or above and having income not more than Rs.10,000/- p.a. are given pension @ 300/- per month. Presently 4496 handicapped are being given pension.
The aim of the scheme is to extend financial assistance to such of the children who are
fatherless or whose male parents get incapacitated due to physical injury or serious
disease or become victim of mental instability or has been sentenced imprisonment or is
untraceable or due to incapacity to any other similar factor. Financial assistance shall
be admissible at the rate of Rs.30/-p.m. per child to meet the cost of maintenance and
education provided that not more
than two children in a family and below the age of 18 years shall be eligible for
financial assistance.
Under this scheme the students whose handicapped percentage is 40 or above and studying in Govt./Recognised School are given scholarship @ Rs.100/-,120/-, 125/-, 200/-, or 250/- p.m. class wise. No scholarship will be admissible if the combined monthly income of the parents/ guardian of the candidate is more than Rs. 4000/- p.m.
This scheme has come into force with effect from 15th Aug. 1995. This is a hundred percent centrally sponsored programme to provide social security in the case of death of primary breadwinner. A family of a household below the poverty line shall get an assistance of Rs.5000/- on the death of its primary breadwinner due to natural causes and Rs.10,000/- if the cause of death is unnatural . The deceased breadwinner should be more than 18 years of age and less than 65 years of age.Now the benefit has raised to Rs.10,000/- in case of death by natural causes also w.e.f. 1.8.98.
All educated unemployed applicants shall be eligible for the grant of unemployment allowance who are physically handicapped and are enrolled on the line Register of Employment Exchange in Haryana @ Rs.150/-, 200/-, and Rs.250/- p.m. according to class/ Diploma. Financial assistance will be given for a period of six years from the date of application or registration in the Employment Exchange, which ever is later.
These Voluntary organisation who is willing to do the work in field of old, Widow/Destitute women, handicapped persons, orphan children is given 90% Grant -in-aid by the State/Centre Govt.
The Juvenile Justice Act 1988 has been enforced in the Haryana State to provide
the facilities of care, protection, treatment and development to Juveniles.
