Location

The Institute is located on Karsa Road, Near the Railway Crossing in Nilokheri Town. The Nilokheri Town is situated on the main National Highway No. 1 midway between Kurukshetra and Karnal.

Introduction

Nilokheri is a small township built for refugees from West Pakistan after partition. It is situated on the historic Grand Trunk Road (Sher Shah Suri Marg) at a distance of 145 Kms. From Delhi towards Ambala and is 120 Kms. From Chandigarh.

With the launching of Community Development Programme in country in Oct. 1952, need arose for creating training facility for a very large number of personnel to be engaged in the execution of the programme. For this purpose number of training institutions were started by the Govt. of India and State Governments. One such Training Centre was established at Nilokheri in April 1954, by the Govt. of India, Ministry of Community Development, Panchayati Raj and Co-operation. It was known as the orientation and Study Centre, Nilokheri. It had a regional character and provided training courses for Block Development and Panchayat Officers and Extension Officers of Punjab, Jammu & Kashmir, Himachal Pradesh, Delhi State and some parts of Uttar Pradesh and Rajasthan.

In April, 1967 the training centre was entrusted by the Govt. of India to the State Govt. of Haryana and it was renamed as the "State Community Development Training Centre (E.T.C.), Nilokheri."

Now this training centre is engaged in imparting training on Rural Development, Panchayati Raj, Rural Sanitation, Nutrition, Communication, Health etc. to Panchyati Raj Functionries (Panchayat Samitis, Sarpanches & Panches) to Officers, Officials and Non-Officials viz, BDPOs(H.C.S.Alied), XENs (P.Raj), S.D.O. (P.Raj), Social Education & Panchayat Officers, Junior Engineers (P. Raj), Gram Sachives, Deputy Superintendents, Block Accountants, Block Assistants, Block Patwari from Development & Panchayat Department, C.D.P.Os, Supervisors (ICDS) and other concerned district/block level official involved in Rural Development and Panchayati Raj & all Grass Root/Village/Block level Officers & Non-Officials of various Departments involved in Rurual Development Programme. The Institute is also imparting training to newly elected representatives of P.Raj Functionaries i.e. all Panchayat Samiti President/Members, Sarpanches & Panches of Haryana State. The institute is also imparting training to SHGs Members on S.G.S.Y. and Anganwadi Workers & Sarpanches under T.S.C. and B.E.Os, Principals Lecturers, Head Teachers/Head Teacheresses and Teachers of Education Department on School Sanitation and Hygiene under T.S.C. and others schemes which implemented by the Govt. of India and State Govt. time to time.

During the last year (2006-07) 146 Courses have been organised by this Institute in which 19387 (1053 Officials & 18334 Non-Officials) participants have been trained. In the current Financial Year 2007-08 the institute have a target to organise 93 courses for 9650 participants.

Staff Position

At present the Institute has One Principal, 4 Faculty Members, 10 Ministerial Staff and 20 Class-IV employees, presently Sh. S.C. Batra is heading the Institute. He took over the charge as Principal in Dec.2004.

LIBRARY:

The training centre has set up a well equipped library containing about 12000 Books, 20 Journals and periodicals in the field of New Panchayati Raj, Rural Development, Agriculture, Animal Husbandry, Health, Home Science, Community Development and Extension Education.

CINEMA UNIT

The training centre has a Cinema Unit with the facilities of Film Projector, Films, T.V. Sets, VCRs, L.C.D. Projector, Over Head Projector, Slide Projector with slides, epidiascope and video Projector, Computers etc.

Budget Position

The State Govt. has alloted the budget for the year 2006-07 of Rs. 48.30 lakh to this Institute & Rs. 10.00 lakh sanctioned by the Govt. of India (MORD) for recurring expenditure. A proposal for the Non-Recurring Grant-in-aid of Rs. 41.18 lakh for the current year is sent to the Govt. of India, MORD, New Delhi to State Govt.
